CARMEL WOODS, Monterey County — October 30, 2026. A public Monterey County planning case illustrates how coastal development rules apply to construction on small residential lots in Carmel Woods. At 3072 Serra Avenue, planners reviewed a proposed 2,964-square-foot house and garage, tree removal and a proposed irrigation well conversion in July 2022. This is a retrospective analysis of that site’s distinct land-use proceeding, not a newly submitted 2026 application.

What was planned at the address?

County file ZA 22-034 / PLN210308 described a 2,296-square-foot dwelling plus a 668-square-foot attached garage on a roughly 0.175-acre lot. The proposed house had a terrace, driveway, retaining and landscape work. The zoning designation is Medium Density Residential with a Design Control overlay in the coastal zone.

Why did the oaks need additional review?

The staff report identified the removal of 11 coast live oak trees, of which four exceeded 12 inches in trunk diameter and were treated as protected trees requiring a coastal development permit. The county’s recommended conditions specified planting four replacement trees corresponding to the four protected oaks. A staff recommendation or an approved permit does not establish that trees were actually removed or replacements planted, absent later inspections.

What about the well?

The same combined-permit request involved conversion of an existing test well to an irrigation well. The archived design materials distinguish this irrigation purpose from the home’s proposed service through a public water provider. The case followed earlier county proceedings at the same parcel concerning well permits and an appeal, illustrating why homeowners should check property history rather than assume every nearby well may supply drinking water.

Why is this different from the 2026 short-term rental hearing?

California58 separately reported the May 2026 vacation rental application at 24713 Camino Del Monte, another property in the Carmel Woods area. That case concerned licensing an existing home for transient stays. 3072 Serra Avenue was a different parcel with construction, tree and well-permit questions; the two must not be conflated.

How can neighbors verify current status?

The county’s online planning records contain the staff report, project drawings, draft resolution and final resolution attachment for PLN210308. Owners should request the actual building-permit inspection and completion history before claiming the residence was constructed, a well activated or a particular tree removed.

Editor’s note: Historical proposed and permitted work is not a statement that a removal, building or well operation occurred in 2026.
