UPDATE — October 29, 2026: The Carmel Area Wastewater District has now advertised construction bids. Its official project page says bids will be opened at 10 a.m. Wednesday, November 4, 2026 at 3945 Rio Road, Carmel. Contractors may request bid documents from principal engineer Jeff Bandy. The district anticipates construction beginning in early 2027. UPDATE — October 30, 2026: CAWD has also published a confidential Homeowner Special Request Questionnaire for people affected by this same project. It says work is scheduled to begin in January 2027 and asks residents to report access needs or other individual circumstances that crews should take into account. The district expects communication by mail, email and door hangers before construction. The questionnaire does not create a new sewer project, prove a specific house will lose access or guarantee that January start dates cannot change. This is a new bidding milestone; no contractor has been named in the cited announcement and work has not been confirmed as started. The district describes roughly three miles of deteriorated Carmel Woods clay sewer pipes and Pescadero Road improvements using new pipe or rehabilitation lining. The project’s final cost will depend on procurement and later awards.
CARMEL WOODS, Monterey County — October 28, 2026. A major sewer-infrastructure proposal in Carmel Woods could address aging wastewater pipes and reduce the likelihood of future spills. The Carmel Area Wastewater District (CAWD) published environmental review documents in June 2026 for its Carmel Woods and Pescadero Road Sewer Main Rehabilitation Project.
What work is planned in Carmel Woods?
According to the California State Clearinghouse record 2026060127, the Carmel Woods portion involves replacing or rehabilitating approximately 14,850 linear feet of existing six-inch vitrified-clay gravity sewer mains. Depending on the condition of each segment, the district proposes new polyvinyl chloride or high-density polyethylene piping, or installation of an internal lining system. Most pipes would follow existing alignments, but some segments would be relocated to improve maintenance access.
How is Pescadero Road affected?
A separate part of the same project would construct a new sewer main along Pescadero Road and abandon part of an older hillside sewer pipe behind nearby residences. Some existing customer connections would remain connected to rehabilitated infrastructure, while most current flows would be redirected toward the new main.
Why is this necessary?
The district says the existing infrastructure is deteriorating and that repair or replacement is needed to maintain reliable wastewater collection and reduce future sewer-spill risks. This is an infrastructure reliability project, not an official announcement that sewage is currently spilling at every addressed property.
Is construction underway or complete?
The public environmental document is a Mitigated Negative Declaration, received June 3, with a public review period ending July 6, 2026. It identifies a proposed scope and environmental considerations; it does not independently confirm construction start, completion or a final contractor cost as of October 28. Residents near affected streets should request updated construction notices and details of any planned temporary access impacts from CAWD.
Where to review official documents
California State Clearinghouse — Carmel Woods and Pescadero Road Sewer Main Rehabilitation Project. The record lists CAWD principal engineer Jeff Bandy, (831) 257-0436, as the agency contact. Publication based on dated official documents; later permits and schedules should be checked directly with the district.
