CARMEL WOODS, Monterey County — October 30, 2026. A little-known emergency corridor lies below the Carmel Woods neighborhood: Fire Road 24, identified in local fire-defense planning as an ungraded connection between Carmel Woods and Pescadero Canyon. Its purpose is to help manage vegetation and support emergency access, not to function as an ordinary public street or a guaranteed evacuation route.

How is the connection described?

An environmental review for the Pebble Beach Community Services District, Cypress Fire Protection District and Carmel Highlands Fire Protection District fire plans explains that Fire Road 24 was acquired by Pebble Beach CSD on behalf of the Del Monte Forest Foundation. The plan describes a connecting route between Carmel Woods and Pescadero Canyon and calls for its ungraded character to be preserved with periodic mowing of dry grasses. This is the planning history of a fire-access feature; no publicly accessible hiking or driving easement is established by the description.

What work has actually been documented?

In a July 26, 2024 staff report, Pebble Beach CSD fire officials reported maintenance of Fire Road 24 and the adjacent shaded fuel break intended to reduce the risk of fire spreading uphill toward Carmel Woods from 17-Mile Drive or Pescadero Canyon. Crews also described goats grazing through parts of the surrounding canyon in 2024. That is a dated record of work, not verification that crews revisited the same route in October 2026.

What changed nearby in 2026?

A separate local community group, Carmel Fire Goats, documented a July 8, 2026 city planning approval for vegetation management on Carmel-by-the-Sea-owned land along Second Avenue bordering Pescadero Canyon. The group reported contractors beginning removal of overgrown vegetation on July 27. This city-side work was in the broader Pescadero Canyon fire-risk corridor; it is not the same project or ownership area as Fire Road 24. Neither report alone certifies that a continuous new fuel break across every jurisdiction was completed.

Does a fuel break guarantee wildfire protection?

No. Fuel treatment can reduce hazardous vegetation and improve response options, but wind-driven embers may travel beyond a treated strip. Property owners still need household defensible-space planning, fire-hardened vents and roof/gutter maintenance, plus an evacuation plan with alternatives based on official orders. Any work on sensitive habitat requires the applicable permits and ecological safeguards.

Who should residents contact?

For specific current fire-road maintenance or emergency access questions, residents should contact the relevant fire agency or Pebble Beach CSD, and check Alert Monterey County for address-specific warnings. Fire Road 24 should not be treated as a shortcut into private land or a substitute for official evacuation directions.

Editor’s note: 2024 Fire Road 24 work and July 2026 city-side clearing are distinct historical milestones. No current trail access, 2026 road reopening or complete fire protection is claimed.
